The Chapter Opener features a list of the chapter's key terms with their definitions, an introductory paragraph or four, and an outline of the main topics. The design of all these elements has to allow for maximum flexibility, since they vary wildly in length from chapter to chapter -- which is just fine, of course; I don't think an author should have to "write to fit" the design.
